Pursuant to Articles 9.6 and 9.7 of the AICHR Terms of Reference (TOR), the TOR of the AICHR shall be initially reviewed five years after its entry into force. In this connection, the AICHR shall assess its work and submit recommendations for the consideration of the ASEAN Foreign Ministers Meeting regarding future efforts that could be undertaken in the promotion and protection of human rights within ASEAN consistent with the principles and purposes of the ASEAN Charter and the TOR. In preparing the review of the TOR, the AICHR will hold a series of consultations with its stakeholders in order to gain inputs and recommendations regarding the AICHR’s work during its first five years of existence.

A consultation between H.E. Dr. Seree Nonthasoot, Thailand representative to the AICHR, and representatives from CSOs on ‘the ASEAN Convention on the Elimination of Violence against Women’

The consultation was held on 14 March 2013 at the Institute of Research and Development for Public Enterprises, in Bangkok, Thailand. Presided by H.E. Dr. Seree Nonthasoot, Thailand representative to the AICHR, the consultation was joined by representatives from CSOs in the field of women’s rights. The purpose of the consultation was to inform the AICHR’s direction on drafting the ASEAN Convention on the Elimination of Violence against Women and also to encourage the CSOs to provide their inputs to the Convention to the AICHR.

In conjunction with the Celebration of the 46th ASEAN Day at the ASEAN Secretariat in Jakarta, Indonesia, the ASEAN Intergovernmental Commission on Human Rights (AICHR), in partnership with the Committee of Permanent Representatives (CPR), held a joint event themed “Contributing to the ASEAN Community Building through the Implementation of the ASEAN Human Rights Declaration (AHRD)”. The event saw the launch of the “ASEAN Human Rights Declaration (AHRD) and the Phnom Penh Statement on the Adoption of the AHRD, and its Translations” book. The book compiles the translations of the AHRD and the Phnom Penh Statement into the national languages of the ASEAN Member States. The book launch was followed by a panel discussion on the AHRD and the ASEAN community building by 2015.

The ASEAN Secretariat, in collaboration with UN Women, conducted an Intensive Learning Workshop on Women’s Human Rights (WHR) for the Regional and National Secretariats to ASEAN Human Rights’ Bodies at the Hotel Santika Premiere Beach Resort Bali, Indonesia on 18 – 21 March 2013. The workshop was funded under UN Women’s Regional Human Rights Mechanisms Project supported by the Canadian International Development Agency (CIDA) and the UN Women core fund. Kalyanamitra, a local Indonesian NGO also assisted in organising the learning workshop.
