The ASEAN Intergovernmental Commission on Human Rights (AICHR) organized a regional workshop on domestication of human rights obligations, 17-18 December 2014 in Luanprabang, Lao PDR. In attendance of the workshop were H.E. Mr Bounkeut Sangsomsak, Minister of Justice, H.E. Tan Sri Dato’ Sri Dr Muhammad Shafee Abdullah, the incoming Chair of AICHR, Representative of Malaysia to AICHR, H.E. Mr Phoukhong Sisoulath, Representative of Lao PDR to AICHR, Director General of the Department of Treaties and Law, Ministry of Foreign Affairs. Among the participants were AICHR Representatives or alternates from ASEAN Member States, representatives from ASLOM, ACWC, ACW, ACMW, AIPA, ASEAN Secretariat, law and justice agencies and institutions of ASEAN Member States.

The Representative of Lao PDR, as one of the AICHR Representatives taking lead on the AICHR thematic study on Right to Peace, hosted the First Coordination Meeting for the Study Team members and the National Focal Points (NFPs) of the thematic study on 18 July 2014 in Luang Prabang.

On 12 December 2013, at the International Convention and Training Center (ICTC) in Vientiane, the Lao Ministry of Foreign Affairs in collaboration with the Office of the High Commissioner for Human Rights Regional Office organized a Workshop on Reporting under the International Covenant on Civil and Political Rights. The Lao PDR ratified the ICCPR in 2009 and is in the preparatory process for the country’s Initial Report. Attending the Workshop were officials from line ministries and institutions appointed as coordinating persons under the National Steering Committee on Human Rights established since 2012.

The Representative of Lao PDR to the ASEAN Intergovernmental Commission on Human Rights (AICHR), Mr. Phoukhong Sisoulath, gave a presentation on the country’s human rights obligations and commitments at a workshop on ASEAN for up to 100 representatives of civil society organizations, locally called as non-profits associations (NPAs), which was held on 17 October 2013 in Vientiane.

As a preparatory step for the thematic study, AICHR conducted a workshop on the Right to Peace with the aim to share ideas and exchange experiences among experts from national, regional and international experts on the term of the Right to Peace and the current state of affairs in regional peace promotion efforts, bearing in consideration of ASEAN’s unique history and regional particularities. The objective of this activity is to provide an overall understanding about the Right to Peace as a collective right and to what extent each ASEAN Member State enjoys it and to identify the various aspects constituting the Right to Peace.
